PRELIMINARY SEPA DETERMINATION:
Based upon the preliminary review of the SEPA Environmental Checklist, supplemental documents, Conclusions of Law based upon the City of Sequim Comprehensive Plan, and other Municipal code, policies, plans, rules and regulations designated as a basis for the exercise of substantive authority of the Washington State Environmental Policy Act Rules pursuant to R.C.W. 43.21C.060, and what we know about the proposal at this time, the responsible official of the City of Sequim expects to issue a DNS for the is project.

The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. 

PROJECT DESCRIPTION: This major subdivision application is for 103 single-family residential lots for homes on approximately 25.66 acres. The project is proposed in three self-sufficient phases. Phase 1 represents development of the lower elevation portion of the project located adjacent to Brownfield Road (Lots 1 to 26). Phase 2 represents development of the middle elevation portion of the project (Lots 27 to 64) which is located immediately south of Phase 1. The final phase of the project, Phase 3, represents development of the uppermost elevation portion of the project (Lots 65 to 103) which is located immediately south of Phase 2.

COMMENTS: Persons wishing to comment on the project and/or the SEPA DNS should submit written comments within twenty (20) days of the date of this notice, by 4:00 P.M. on Wednesday, May 10, 2017 to the City of Sequim Department of Community Development (DCD), c/o Charisse Deschenes, 152 West Cedar Street, Sequim, WA. The City of Sequim DCD will not act on this proposal for a minimum of twenty (20) days. Any person has the right to comment on the application, receive notice of and participate in any hearings, request a copy of the decision once made, and may appeal the decision.

SEPA APPEAL PERIOD:
A public hearing is to be scheduled for this application. The public hearing time, date, and location will be provided in the forthcoming Notice of Public Hearing. Interested persons are invited to submit written comments on the application by no later than 4:00 p.m. on the last day of the comment period identified above, at Sequim Civic Center. Inquiries may be made at the City of Sequim Civic Center, 152 West Cedar, Sequim, WA 98382 (360) 683-4908 during normal business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m.

NOTICE OF APPLICATION & SEPA NOTICE OF DETERMINATION OF NONSIGNIFICANCE

FILE REFERENCE: SP17-003 Site Construction Permit, BP17-055 Building Permit & SEP17-007 (SEPA Environmental Checklist)

PROJECT DESCRIPTION: The 5th and McCurdy Booster Pump Station project includes the replacement of an existing 10 hp booster pump with a new 10 hp booster pump and installation of an additional 10 hp booster pump. It includes electrical and communication system improvements and auxiliary power. The station provides a critical link between the City's main wellfield, the Port Williams Wellfield which is located in the 350 pressure zone, and the five higher pressure zones in the City. The new pumps will allow reliable pumping from the 350 zone to the 420 zone that will provide capacity to meet the maximum day demand (1,100 gpm) for the areas upstream of the booster station. The project is included in the City of Sequim 2014 Water System Plan (CIP NO. BS-2).

DESCRIPTION OF PROPOSAL: This proposal is to create new Zone Classification Tables to continue the City’s process to refine development regulations to better meet the goals and policies of the new 2015-35 Comprehensive Plan. Revisions and additions are to Title 18 Zoning of the Sequim Municipal Code (SMC) regarding new Zone Classification Tables to continue the City’s process to refine development regulations to better meet the goals and policies of the new 2015-35 Comprehensive Plan. This is also an opportunity to “modernize” the zoning code with a more graphic-dependent format. The proposed text Amendments to enact the new zoning, with corollary additions to Definitions and development standards, are now presented in Final Draft for comment in Public Meeting."

COMMENT PERIOD: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance.  Comments must be submitted by 4:00 P.M. on April 20, 2017. The City Council will hold a Public Hearing on May 22, 2017. Any person has the right to comment on the proposal on or before the Public Hearing, receive notice of and participate in any hearing, request a copy of the decision once made, and any appeal the decision.

APPEAL PERIOD: Any person wishing to appeal this determination may file such an appeal within twenty-one (21) days of the ordinance adoption by City Council. The appeal is to the Dept. of Community Development, located at 152 West Cedar Street. Appeals shall be filed pursuant to SMC 20.01.240.  THERE IS A $600.00 FEE TO APPEAL THIS DETERMINATION.

PUBLIC COMMENT PERIOD: March 23 – April 24, 2017

PROJECT DESCRIPTION:
This project will occur in the City of Sequim right-of-way along North Sunnyside Avenue and South Sunnyside Avenue bound by East Fir Street to the north and East Maple Street to the south.  The project will replace approximately 1,900 feet of 6-inch diameter asbestos concrete water pipe in South Sunnyside Avenue and North Sunnyside Avenue with 8-inch diameter polyvinyl chloride (PVC), high density polyethylene (HDPE) or ductile iron (DI) pipe.  The project will install isolation valves at street intersections.  The existing piping and valves are in deteriorated condition.  

Approximately 210 feet of existing 8-inch gravity sewer between East Etta Street and East Washington Street will be replaced with 18-inch diameter PVC sewer.  Approximately 1300 feet of new 18-inch diameter PVC sewer will be installed in the North Sunnyside Avenue right-of-way from East Washington Street to East Fir Street.  The existing 8-inch sewer is inadequate to convey projected future wastewater flows.  

North Sunnyside Avenue will be reconstructed to replace the existing substandard street.  The street section will replace the two existing driving lanes and add gravel shoulders/parking.  A traffic calming circle will be installed at the intersection of East Spruce Street and North Sunnyside. Non-compliant ADA curb ramps will be replaced between East Washington Street and East Maple Street. Appropriate sloping of road and sidewalk will concentrate stormwater into a gutter system that will convey stormwater into the existing stormwater management system. Current stormwater infiltration BMPs for road and sidewalk runoff are sufficient.

COMMENTS: Persons wishing to comment on the project and/or the SEPA DNS should submit written comments within thirty (30) days of the date of this notice, by 4:00 P.M. on Monday, April 24, 2017 to the City of Sequim Department of Community Development (DCD), c/o Charisse Deschenes, 152 West Cedar Street, Sequim, WA. The City of Sequim DCD will not act on this proposal for a minimum of thirty (30) days. Any person has the right to comment on the application, receive notice of and participate in any hearings, request a copy of the decision once made, and may appeal the decision.
