PUBLIC COMMENT PERIOD: March 23 – April 24, 2017

PROJECT DESCRIPTION:
This project will occur in the City of Sequim right-of-way along North Sunnyside Avenue and South Sunnyside Avenue bound by East Fir Street to the north and East Maple Street to the south.  The project will replace approximately 1,900 feet of 6-inch diameter asbestos concrete water pipe in South Sunnyside Avenue and North Sunnyside Avenue with 8-inch diameter polyvinyl chloride (PVC), high density polyethylene (HDPE) or ductile iron (DI) pipe.  The project will install isolation valves at street intersections.  The existing piping and valves are in deteriorated condition.  

Approximately 210 feet of existing 8-inch gravity sewer between East Etta Street and East Washington Street will be replaced with 18-inch diameter PVC sewer.  Approximately 1300 feet of new 18-inch diameter PVC sewer will be installed in the North Sunnyside Avenue right-of-way from East Washington Street to East Fir Street.  The existing 8-inch sewer is inadequate to convey projected future wastewater flows.  

North Sunnyside Avenue will be reconstructed to replace the existing substandard street.  The street section will replace the two existing driving lanes and add gravel shoulders/parking.  A traffic calming circle will be installed at the intersection of East Spruce Street and North Sunnyside. Non-compliant ADA curb ramps will be replaced between East Washington Street and East Maple Street. Appropriate sloping of road and sidewalk will concentrate stormwater into a gutter system that will convey stormwater into the existing stormwater management system. Current stormwater infiltration BMPs for road and sidewalk runoff are sufficient.

COMMENTS: Persons wishing to comment on the project and/or the SEPA DNS should submit written comments within thirty (30) days of the date of this notice, by 4:00 P.M. on Monday, April 24, 2017 to the City of Sequim Department of Community Development (DCD), c/o Charisse Deschenes, 152 West Cedar Street, Sequim, WA. The City of Sequim DCD will not act on this proposal for a minimum of thirty (30) days. Any person has the right to comment on the application, receive notice of and participate in any hearings, request a copy of the decision once made, and may appeal the decision.

SEPA APPEAL PERIOD: Any person wishing to appeal this determination may file such an appeal within twenty-one (21) days from the date of the end of the comment period for this DNS which is combined with the comment period for the Notice of Application under WAC 197-11-355. All appeals of the above determination must be filed with the City Clerk on the forms provided by the Clerk by 4:00 P.M., Monday, May 15, 2017. THERE IS A $600.00 FEE TO APPEAL THIS DETERMINATION. SEP17-001 Determination of Nonsignificance - 18.80 Critical and Environmentally Sensitive Areas Protection

The City of Sequim has completed an environmental analysis, including review of pertinent and available environmental information and preparation of an Environmental Checklist for the following proposal:

DESCRIPTION OF PROPOSAL: All cities and counties in Washington State are required by RCW 36.70A.130 to “review, and revise if necessary” (aka, update) their comprehensive plans and development regulations, including the Critical Areas Ordinance (CAO), adopted under the state’s Growth Management Act (GMA). A specific “legislative action” is required by each city and county to demonstrate the completion of this requirement. This proposal is to update the CAO based on a few required minor changes are proposed to the Sequim Municipal Code Chapter 18.80 Critical and Environmentally Sensitive Areas Protection to meet the GMA requirement. Changes include: cataloguing, revisions and additions to 18.80.030 Definitions; and Removal of “shall” from the code chapter and replaced with the words “must” or “are” or some other phrasing that presents firm meaning to the language.

COMMENT PERIOD: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance.  Comments must be submitted by 4:00 P.M. on March 21, 2017. The City Council will hold a Public Hearing on March 27, 2017. Any person has the right to comment on the proposal on or before the Public Hearing, receive notice of and participate in any hearing, request a copy of the decision once made, and any appeal the decision.

APPEAL PERIOD: Any person wishing to appeal this determination may file such an appeal within twenty-one (21) days of the ordinance adoption by City Council. The appeal is to the Dept. of Community Development, located at 152 West Cedar Street. Appeals shall be filed pursuant to SMC 20.01.240.  THERE IS A $600.00 FEE TO APPEAL THIS DETERMINATION.

SEP17-004 - Determination of Nonsignificance - Stormwater Management Regulations

The City of Sequim has completed an environmental analysis, including review of pertinent and available environmental information and preparation of an Environmental Checklist for the following proposal:

DESCRIPTION OF PROPOSAL: This proposal is to update the City’s development regulations, stormwater management regulations and enforcement chapters of the Sequim Municipal Code (SMC) to amend conflicting, confusing, out of date, or inconsistent code language. The updates allow the SMC to be streamlined. The majority of suggested changes related to stormwater management are found in SMC 13.104 and 13.108.  However, enforcement subsections in these two chapters have not been revised.

The proposed revisions to the following chapters and sections of the Sequim Municipal Code (SMC):

SEP17-005 - Determination of Nonsignificance - R4-8 Public Facility Uses
The City of Sequim has completed an environmental analysis, including review of pertinent and available environmental information and preparation of an Environmental Checklist for the following proposal:

DESCRIPTION OF PROPOSAL: This proposal is to amend sections of the SMC that addresses the R4-8 zoning district which has the intent to provide land for detached, single-family homes within the city.  The provision for public facility type uses (as described in the attached Draft Ordinance) are not addressed and need to be included within this zoning district. Proposed revisions include amendments to Section 18.20 – “Purposes of Districts” of the Sequim Municipal Code (SMC) regarding Section 18.20.020 – Residential districts and uses – proposed changes to the major and minor conditional uses.
