For week ending February 22
Here are this week’s items:
- Community Economic Revitalization Board (CERB) Rural Broadband Planning Grant Application – I am in the process of drafting a grant application for a community broadband assessment, after meeting with Clallam PUD yesterday. Clallam PUD is willing to work with us on this issue. If we are funded for the assessment, we should be able to get much of it done this year. The assessment may or may not lead to a future broadband capital project but it will provide us some policy recommendations. This is a work item under our Council goal for this year. We anticipated having to delay it due to work related to John Wayne Marina but a brief lull on that topic is providing us some time to submit the application. - Criminal Justice Countywide System Efficiencies Study – Request for Qualification responses are in and Kristina and I will be screening them, along with representatives from Port Angeles and the County, per our Interlocal Agreement (ILA), at a meeting next week. Port Angeles will then work to get a firm under contract to get the study in motion. By way of background, here is a link to our agenda item on the ILA.
- Youth Services Task Force – We had our monthly meeting today. The notes are attached. We are working on a Youth Summit with middle school students that would take place in the fall.
- Performance Management System – We are working hard to put together a system of key performance indicators (KPIs) that cover all of our departments. The KPIs are an outcome from our departmental mission, vision, and values work with the Drucker Institute last year. We will be starting quarterly KPI review meetings and you will eventually see more data presented with City Council items, Council goals, through the budget, etc. KPIs are a key tool in our commitment to continuous improvement and their active use is a hallmark of high performing government organizations. We will be tracking much of the same data sets over time and learning from their trends, so we can adjust what we do to improve the delivery of services. While we do this in some areas already on a limited basis, this will be a much broader, deeper, and systematic organizational effort that will become second nature for the organization in time.

For Week Ending February 15
Here are this week’s non-storm related updates:
- Emergency Management Meetings – We had our monthly emergency management meeting last week. Items discussed included double checking station supplies, status updates, and a post discussion with regional partners about how the Sequim operational area (our micro island that includes 25,000 people) will function in the future.
- Meeting with Commissioner Ozias and Mayor Smith – We had our monthly meeting last week. Items discussed included 101 corridor improvements, the Off Dungeness Reservoir, human services, John Wayne Marina, and mental health, amongst others.
- Lavender Shuttle Meeting – We had a meeting with a couple of Lavender Farms last week regarding shuttle services for the festival. I’ll be getting back to them on some questions they posed.
- Innovation Workshop – We will be partnering with the Alliance for Innovation to host a two-day workshop on June 6 and June 7. The focus will be the Green Economy. The event site will be Guy Cole and the Civic Center. The target audience is city and county staff from around the Northwest. We’ll be highlighting some emerging practices from our region and fostering discussions about future collaborations and actions. Some of the identified tracks will cover areas of current Council goals. We anticipate that some of the thinking and discussion that takes place will help us advance our issues.
- Small Business Administration (SBA) – Up to 9 regional staff of the SBA’s Seattle Office are planning to come to Sequim for a three-day program. We’ll be hosting them in late March. The program will include educational and financing opportunities for small businesses and it will be an opportunity to highlight our success stories. Part of the format will include a business blitz so we are going to get one in after all this year. Kevin Hoult, from the local Small Business Development Center (SBDC) will also be present.
- Quasi-Judicial Item - On March 11, 2019 the City Council will have a public hearing on the Cameron Village subdivision, which is a quasi-judicial matter. This 12.22 acre property is in the Lifestyle District. To make sure that there are no appearance of fairness issues, please do not discuss this development with anyone outside of the upcoming public hearing.
