Jamestown S'Klallam Medication-Assisted Treatment Clinic Appeals

OPEN RECORD HEARING: City of Sequim Hearing Examiner Pro Tem Phil Olbrechts will hear an administrative appeal regarding SEPA mitigation measures for Jamestown S'Klallam Tribe's proposed Medication-Assisted Treatment Clinic. The hearing will be conducted pursuant to Sequim Municipal Code Chapter 2.10 and the Rules of Procedure established by Mr. Olbrechts. See "Rules for Participants" below and the Notice of Open Record Public Hearing. 

DATE, TIME, AND LOCATION: The hearing is scheduled for Monday, November 16 and Tuesday, November 17, 2020, starting at 9:00 AM each day. Information on how to access the hearing is below:

IMPORTANT: The following section of this webpage contains information about and links to documents related to the earlier appeals filed by Save Our Sequim, Parkwood Manufactured Housing Community, and Robert Bilow and will remain posted for the convenience of the interested public. However, the only appeal still under consideration at the November 16-17 hearing is the appeal filed by the Jamestown S'Klallam Tribe regarding SEPA mitigation measures.

ORIGINAL ISSUES ON APPEAL: The original four appellants' Notices of Appeal are referenced below (pdf's). The issues on appeal were: 1) Permit Review Classification; 2) Use Designation; 3)Mitigated Determination of Non-Significance (MDNS) Insufficient; and 4) MDNS Overly Restrictive. Two appellants filed two appeals; those have been combined into a single file for convenience.

Mr. Olbrechts established these Rules of Procedure to participate in the earlier hearing.
