[ARCHIVED] Port Angeles Man Arrested for Telephone Harassment

On and around July 28th there were multiple reports in the Port Angeles and Sequim area where the reporting party told law enforcement they received a telephone call from an unknown male who was said to have made lewd sounds and comments shortly after they answered the phone.  Two incidents of lewd phone calls were reported to the Sequim Police Department, both reported by adult females.  One of these calls was made to a business, the other to a home phone.  

The phone number that was called from in these incidents has history with PENCOM related to Robert Fotens (age 52).  Further investigation showed this same phone number associated with similar complaints in 2019.  After receiving these complaints, Fotens was contacted by Port Angeles police at his Port Angeles residence.  Fotens made general statements indicating knowledge of the phone calls but did not make specific admissions.

Sequim Police Detectives then applied for and were granted a search warrant for telephone records related to the phone number making the calls.  After receiving the results of the search warrant, Sequim Police located additional evidence linking Fotens to the calls.  With the discovery of this new evidence, Sequim Police arrested Fotens and booked him into the Clallam County Correctional Facility for two counts of Telephone Harassment.  Fotens phone was also seized as evidence during his arrest.  During a subsequent interview, Fotens said he chose the phone numbers he called randomly.

Fotens has since been released from the Clallam County Correctional Facility and the case is being handled by the Clallam County Prosecutors Office.  Pre-trail No Contact orders were issued to Fotens in Clallam County District Court instructing him to have no contact with the victims.  If an order is violated Fotens could be subject to arrest and additional charges.
