Description:
This Request for Qualifications (RFQ) seeks qualified firms to provide on-call geotechnical and stormwater services for the City of Sequim. An on-call contract for consulting services will be awarded to selected respondents in an amount not to exceed $75,000. The contract term will be for two (2) years and may be extended at the discretion of the City.
The City reserves the right to amend the terms of this RFQ, to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Description of Services
On-call geotechnical and stormwater services will include geotechnical investigations, private development report reviews, and other miscellaneous services. Selected consultants will receive on-call task orders with individual tasks negotiated for fees and timeframes as stand-alone assignments until the total on-call contract amount is exhausted or the contract term has expired.

Scope
The selected consultant will supplement services performed by the City’s Engineering and Planning staff. The consultant will be responsible for the contract administration, management, inspection, and coordination of any subconsultant’s work. The consultant will be required to sign and seal any documents that are developed as part of this contract. Services provided under the contract may include but are not limited to the following:
• Sampling and analysis of groundwater, surface water, soil, and/or sediment
• Characterization and mapping of site geology, hydrology, and hydrogeology
• Monitoring well design, installation, and maintenance
• Slope stability analysis and landslide hazard response
• Retaining wall analysis and design
• Infiltration testing and assessments
• Wetland investigation, wetland and stream delineation, and mapping
• Third party review
• Stormwater management plans
Erosion and sediment control plans
• Pavement design
• Other professional geotechnical and stormwater engineering tasks as assigned

Statements of Qualifications in response to this RFQ must include the following information:
• Consultant or firm name, phone numbers, mail and email addresses
• Resumés of key personnel (max. 3 single-sided 8.5x11 pages)
• List of past projects with brief description and reference contact information for each (max. 3 single-sided 8.5x11 pages)
• A one page cover letter (optional)
Please submit an electronic copy of your Statement of Qualifications in pdf format to: Sara McMillon, City Clerk, at smcmillon@sequimwa.gov no later than 2:00 PM on May 5, 2021. Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualifications (Expertise/Capacity of Firm, including any subconsultants);
2) Key personnel, including point of contact for task orders and any subconsultants;
3) Relevant project experience, specifically on-call contract experience with municipalities or other government entities.
