Public Requests For Proclamation/Recognition

City officials will consider issuing proclamations, certificates of appreciation, and other formal written recognitions in the following circumstances:

  • Topic pertains to a Sequim event, person, organization, or issue with local impact; or
  • Topic has potential relevance to a broad segment of Sequim's community; or
  • Topic reflects an inclusive, positive message

Documents that take sides on a political race or ballot measure are generally prohibited by law as well as City policy and will be declined.

To request a proclamation, certificate of appreciation, or other written recognition, submit a completed Request to Issue Form (pdf) to clerk@sequimwa.gov at least three weeks in advance of the requested presentation date. City staff and the Mayor will review the request and decide whether it will be accepted for presentation. They have discretion to ask the requester to amend the language. The Clerk will notify the requester of the Mayor's final decision within three business days of the review.

Presentation

If a request is accepted, the Mayor will read the document at a scheduled public meeting, then present the signed original to the requester or the honoree. The recipient may make a brief comment afterwards. 

Instructions For Accepting Recognition at City Council Meetings

  • Please plan to arrive early. Proclamations and recognitions are presented at the beginning of a scheduled meeting.
  • If a recipient has mobility issues, please let the City Clerk know beforehand so staff can deliver the document to the floor during the meeting and provide a hand-held microphone for their response.
  • The Mayor will read all or a portion of the proclamation/recognition into the official record.
  • The recipient and their invitees may then come forward to accept the document.
  • The recipient or a single representative may make brief comments (up to three minutes).
  • After accepting the proclamation or recognition, recipients may return to their seats or are free to leave the meeting.
